China Loan

Bangladesh has signed a $335.78 million loan agreement with China’s Export-Import Bank to expand and modernise Mongla Port, the country’s second-largest seaport. The financing carries an annual interest rate of 2% and is repayable over 20 years, including a five-year grace period.

The agreement was signed on October 10, according to a statement from Bangladesh’s Economic Relations Division (ERD), which operates under the Ministry of Finance. The loan is valued at 2.404 billion Chinese yuan, equivalent to approximately Tk 3,592.9 crore.

The project aims to improve port infrastructure and cargo-handling facilities as Bangladesh works to expand its maritime trade capacity.

What Will the $336 Million Loan Fund?

The project, titled “Expansion and Modernisation of Mongla Port Facilities,” will be implemented by the Mongla Port Authority under Bangladesh’s Ministry of Shipping.

Planned infrastructure includes:

• Two container terminals equipped with modern machinery.

• A container storage yard.

• A dedicated container delivery yard.

• A cargo-handling yard.

• Modernisation of existing port facilities.

These improvements are intended to strengthen the port’s ability to handle container traffic and other cargo. Authorities have not yet publicly detailed a construction timetable or a target completion date in the reports reviewed.

Loan Terms: 2% Interest and a Five-Year Grace Period

The Chinese financing is structured as a concessional loan, with repayment spread over 20 years and a five-year grace period.

The main terms are:

• Loan amount: $335.78 million.

• Lender: Export-Import Bank of China.

• Annual interest rate: 2%.

• Repayment period: 20 years.

• Grace period: Five years.

A grace period generally postpones scheduled principal repayments for a specified period, but the exact repayment schedule and treatment of interest should be checked against the full loan agreement.

The agreement was signed by Alia Meher, joint secretary of Bangladesh’s Economic Relations Division, and Fengjun Tian, assistant general manager of China’s Export-Import Bank.

Why Mongla Port Matters to Bangladesh

Located in southwestern Bangladesh, Mongla Port provides an alternative to Chattogram, the country’s busiest seaport. It serves trade and industrial activity in the southwest and is part of Bangladesh’s wider maritime transport network.

Expanding container terminals and cargo-handling facilities could help improve the movement of goods through the port. The actual impact will depend on project execution, future cargo demand, supporting transport links and how effectively the upgraded facilities are operated.

The project is also significant for Bangladesh-China economic cooperation, with Chinese financing supporting infrastructure development in Bangladesh.

What Remains Unclear?

The loan agreement establishes the financing framework, but several operational details remain outstanding in the public reports reviewed. These include the construction start date, completion schedule, the additional cargo capacity expected from the project and the detailed repayment calendar.

The 2% interest rate should therefore be understood as the stated rate under the loan agreement, not as evidence that the project has no other costs. The final financial implications will also depend on the loan’s full terms and project implementation.

What Happens Next?

The Mongla Port Authority is responsible for implementing the project. As construction and procurement plans become clearer, further details should emerge about the timeline, terminal specifications and expected improvements in cargo handling.

For Bangladesh, the project represents a major planned investment in port infrastructure, backed by a long-term Chinese loan. Whether the upgrade delivers its intended trade benefits will depend on timely construction and the port’s ability to attract and handle additional cargo.
