Military Modernisation

India and the Philippines are moving closer to a significant expansion of their defence partnership, with negotiations over an additional supply of BrahMos supersonic cruise missile systems reportedly entering their final stage. The proposed agreement could be worth between $700 million and $800 million, marking a substantial increase in military cooperation between the two countries.

The Philippines is expected to acquire approximately five additional BrahMos systems, comprising nearly 60 missiles, according to sources familiar with the discussions. The potential purchase comes as Manila strengthens its coastal defence capabilities amid continuing tensions with China over competing territorial claims in the South China Sea.

The development also highlights India's growing position as a defence equipment exporter and its efforts to build stronger security partnerships across the Indo-Pacific region.

A Potential Deal Worth Up to $800 Million

India and the Philippines signed their first BrahMos missile export agreement in January 2022. That contract, valued at approximately $375 million, covered the supply of three shore-based anti-ship missile batteries to the Philippine Marine Corps.

Deliveries under the original agreement are approaching completion, creating the basis for discussions about an expanded purchase.

The proposed follow-on deal could involve around five additional systems and nearly 60 missiles. Its estimated value of $700 million to $800 million would make it considerably larger than the original contract.

Philippine defence officials have publicly expressed interest in acquiring more BrahMos units. Arsenio Andolong, spokesperson for the Philippines' Department of National Defense, said President Ferdinand Marcos Jr. had expressed a desire to obtain additional missiles.

Philippine Defence Secretary Gilberto Teodoro also indicated during the Delhi Defence Dialogue that Manila wanted to increase its BrahMos inventory. He said the country had shared a list of requirements with Indian authorities to make the system better suited to Philippine operating conditions.

Although discussions are at an advanced stage, the proposed transaction should not yet be treated as a formally signed contract. Final terms, delivery schedules and technical arrangements remain subject to the ongoing negotiations.

Why the Philippines Wants More BrahMos Missiles

The Philippines is an archipelago made up of more than 7,600 islands. Protecting its extensive coastline and maritime territory presents a major defence challenge, particularly as strategic competition in the South China Sea continues.

The country has faced repeated disputes with China over maritime rights and territorial claims. Confrontations involving coast guard vessels, fishing boats and other maritime activities have increased Manila's focus on strengthening its ability to protect its waters.

BrahMos offers the Philippines a land-based coastal defence capability. Its mobile launch platforms can be deployed at selected locations, allowing military planners to strengthen the country's maritime deterrence.

The missile system is particularly relevant to a country with extensive coastlines and strategically important maritime approaches. Additional units could help Manila increase coverage and improve its ability to respond to potential threats.

However, the acquisition also involves practical challenges. Transporting heavy military equipment across thousands of islands, many of which have limited road and bridge infrastructure, requires careful planning.

Teodoro has highlighted logistical difficulties, including the condition of roads and bridges and the absence of an extensive active railway network. The Philippines has therefore asked India to consider modifications that would make the system more suitable for its geographical and operational environment.

What Makes the BrahMos Missile Important?

BrahMos is a supersonic cruise missile jointly developed by India's Defence Research and Development Organisation and Russia's NPO Mashinostroyenia through the BrahMos Aerospace joint venture.

The name BrahMos combines references to the Brahmaputra and Moskva rivers, symbolising the cooperation between India and Russia.

The missile is known for its high speed and versatility. Depending on the variant and configuration, the system can be launched from land, ships, submarines and aircraft.

Its supersonic speed reduces the time available for an opposing force to detect, track and respond to an incoming missile. The system has been developed for different operational requirements, including anti-ship and land-attack missions.

For India, the export of BrahMos represents an important achievement in the development of its domestic defence manufacturing sector. It also demonstrates how Indian defence technology can become part of the military modernisation plans of friendly countries.

South China Sea Dispute Adds Strategic Significance

The proposed expansion comes at a time when the Philippines is seeking to strengthen its security arrangements and maritime deterrence.

China and the Philippines have overlapping claims in parts of the South China Sea, a strategically important waterway through which substantial volumes of international trade and energy shipments pass.

The disputed waters are also important for fishing, maritime transport and access to natural resources. Repeated confrontations have increased concerns about regional stability and the possibility of further escalation.

For Manila, improving coastal defence capabilities is part of a wider effort to protect maritime interests. Additional BrahMos systems could strengthen its ability to monitor and deter potential threats near important maritime areas.

For India, the partnership also has a wider diplomatic dimension. New Delhi has been expanding its engagement with Southeast Asian countries under its broader Indo-Pacific strategy, which emphasises regional stability, maritime cooperation and respect for international law.

The missile agreement does not mean India is entering the Philippines' territorial disputes with China. Rather, it reflects defence cooperation between two countries seeking stronger security capabilities and closer strategic ties.

India's Defence Export Ambitions Gain Momentum

The possible Philippines agreement comes as India seeks to expand its position in the international defence market.

India's defence exports reached ₹38,424 crore, approximately $4.11 billion, in the financial year ending March 2026, representing growth of more than 62% compared with the previous year, according to government figures cited in reports.

BrahMos has become one of the most prominent products in India's defence export portfolio.

The Philippines was the first foreign customer for the missile system. India has also announced a supply arrangement with Indonesia and signed an agreement with Vietnam. Discussions with other potential customers have included countries such as the United Arab Emirates, Thailand, South Africa and Brazil.

These developments indicate that Indian defence manufacturers are seeking opportunities beyond the domestic market. Export contracts can support production capacity, research, technological development and the wider defence industrial ecosystem.

The BrahMos programme is particularly important because it combines Indian manufacturing and development capabilities with technology cooperation established with Russia.

What the Expansion Could Mean for India and the Philippines

If finalised, the proposed agreement would deepen defence cooperation between New Delhi and Manila and strengthen India's role as a security partner in Southeast Asia.

For the Philippines, additional missile systems could improve coastal defence coverage and contribute to its military modernisation programme. For India, the agreement would represent a major export opportunity and reinforce confidence in its defence manufacturing capabilities.

The deal could also encourage further cooperation in training, maintenance, logistics and technical support. Such arrangements are important because the long-term effectiveness of a sophisticated weapons system depends not only on its purchase but also on the ability to operate and maintain it.

The negotiations therefore represent more than a commercial transaction. They reflect the growing importance of defence partnerships in the Indo-Pacific at a time of changing regional security priorities.

The final outcome will depend on the agreement's technical specifications, financial terms and delivery arrangements. If the negotiations conclude successfully, the expanded BrahMos partnership could become one of India's most significant defence export developments in the region.
