Space Sustainability

India is preparing for a cleaner and safer space environment with an ambitious target to make all Indian space missions debris-free by 2030. Led by the Indian Space Research Organisation (ISRO), the initiative seeks to prevent the creation of new orbital waste, improve satellite monitoring and develop technologies that could eventually help remove existing debris from Earth's orbit.

The programme, officially known as Debris Free Space Missions (DFSM), was announced in April 2024 by then ISRO Chairman S. Somanath at the 42nd annual meeting of the Inter-Agency Space Debris Coordination Committee in Bengaluru. It covers both government and non-government space operators in India, making private satellite companies and other space organisations part of the effort.

The initiative has gained further importance as satellite launches increase worldwide. In a parliamentary statement on August 13, 2026, the government said ISRO was pursuing measures to reduce space debris and had initiated early technology demonstrations that could support future active debris removal operations.

The objective is not simply to collect old satellites and fragments floating in orbit. India’s strategy focuses first on ensuring that new missions do not leave behind long-lasting waste, while strengthening the ability to track objects and manage collision risks.

Why space debris has become a growing concern

Space debris refers to non-functional human-made objects left in orbit. It includes inactive satellites, discarded rocket stages, fragments created by explosions or collisions, and smaller pieces of material released during space operations.

Even relatively small fragments can pose serious risks because orbital objects travel at extremely high speeds. A collision with a satellite can damage critical equipment, interrupt communication or navigation services and potentially create thousands of additional fragments.

This creates the possibility of a chain reaction in which one collision produces debris that increases the risk of further collisions. The phenomenon is commonly known as the Kessler syndrome.

The growing number of satellites in low Earth orbit has made the problem more complicated. Large satellite internet constellations are adding thousands of spacecraft, increasing the need for accurate tracking, coordination and collision avoidance.

ISRO's Indian Space Situational Awareness Report for 2025 highlighted the scale of the challenge. According to the report, around 1.6 lakh close-approach alerts were recorded globally for Indian Earth-orbiting satellites during 2025. ISRO carried out 18 collision-avoidance manoeuvres for its low Earth orbit and geostationary satellites that year.

What India wants to achieve by 2030

Under the DFSM initiative, Indian space missions are expected to follow stricter practices throughout their life cycles, from design and launch to operations and final disposal.

One major requirement is to prevent satellites and launch vehicles from generating unnecessary debris during their operational life. Mission planners are also expected to assess potential collision risks and build reliability measures into spacecraft and launch systems.

Another important part of the plan concerns the disposal of satellites and rocket stages after their missions end. ISRO's framework calls for post-mission disposal with a success probability of more than 99 per cent. The preferred options include controlled atmospheric re-entry or moving spacecraft and rocket bodies into lower orbits from which they are expected to re-enter within five years.

To make this possible, spacecraft and launch vehicles need sufficient fuel reserves for their final disposal operations. ISRO has institutionalised the inclusion of additional fuel margins during mission design and project planning.

The initiative also stresses the importance of making satellites identifiable, trackable and capable of manoeuvring when necessary. Better coordination and information sharing between operators are expected to reduce the chances of dangerous encounters in orbit.

ISRO is strengthening its space-monitoring network

Preventing collisions requires reliable information about the location and movement of objects in space. India is therefore expanding its Space Situational Awareness capabilities through the Network for Space Objects Tracking and Analysis, known as NETRA.

According to ISRO's 2025 assessment, an optical telescope is being established at Hanle in Ladakh under the NETRA project. Work is also progressing towards an indigenous space-object tracking radar in northeastern India. The design and review of a phased-array radar were completed by a national-level expert committee in 2025.

The Multi-Object Tracking Radar at Sriharikota is already being used to track objects, including Indian rocket bodies and satellites, during their final orbits before atmospheric re-entry wherever feasible.

These facilities are intended to improve India's ability to identify potential collision threats, monitor the movement of space objects and protect operational satellites.

Can India remove the space junk already in orbit?

Preventing new debris is only one part of the challenge. Thousands of inactive satellites, rocket bodies and fragments already occupy Earth's orbital environment, and removing them is considerably more complicated.

The government has indicated that India is studying technologies for Active Debris Removal (ADR). In a parliamentary reply on August 13, 2026, the Department of Space said activities serving as precursors to ADR had already been initiated through on-orbit demonstrations.

Technologies such as rendezvous operations, proximity manoeuvres, docking and robotic manipulation could eventually support missions designed to approach, capture or otherwise manage defunct objects. However, these technologies are still developing, and the government has not announced an operational Indian mission that has successfully captured and removed an existing piece of orbital debris.

India's SpaDeX mission has demonstrated autonomous rendezvous, docking and undocking capabilities. ISRO's 2025 report also recorded demonstrations involving a relocatable robotic arm and robotic manipulator on the POEM-4 platform. The agency described these achievements as important steps towards future activities such as active debris removal, in-space servicing and assembly.

These demonstrations provide useful technological foundations, but they should not be confused with a fully operational space-cleaning system.

India’s role in global space sustainability

Orbital debris is an international problem because objects in space do not remain within national boundaries. A fragment created by one country's satellite or rocket can threaten spacecraft operated by another country.

India has been a member of the Inter-Agency Space Debris Coordination Committee since 1996 and participates in international discussions on space sustainability. It also engages with the United Nations Committee on the Peaceful Uses of Outer Space and other international bodies dealing with safe space operations.

ISRO has said that cooperation, data sharing and common safety practices will remain important to the long-term success of the DFSM initiative.

A long-term challenge beyond 2030

India's 2030 target represents a major policy commitment to reducing the creation of new orbital debris by Indian space operators. However, achieving it will require consistent implementation by government agencies, private companies and satellite manufacturers.

The country will also need to continue investing in tracking infrastructure, collision-avoidance technology and research into the removal of existing debris.

The distinction is important: a debris-free mission does not automatically mean that Earth's orbit will be free of old space junk. India's immediate goal is to prevent its future missions from adding to the problem, while developing the capabilities needed to manage the debris already present.

As space activity expands, the success of the Swachh Space vision will depend on whether responsible satellite operations become standard practice across India's growing space sector. The 2030 deadline is therefore not just a technology target; it is also a commitment to making space exploration safer and more sustainable for future generations.
