Philippines Summons Chinese Ambassador Over Remarks Seen as Threat of Force

The Philippines has summoned Chinese Ambassador Jing Quan to formally protest remarks that Manila considers a threat to use force, escalating a diplomatic dispute between the two countries over the contested South China Sea.

Philippine Foreign Secretary Ma. Theresa Lazaro conveyed the government’s “serious concern and strong objection” to the ambassador on Monday, October 19, according to the Philippine Department of Foreign Affairs. Manila said the remarks were provocative and unacceptable and warned that it could consider further diplomatic action.

The dispute follows comments made by Jing last week when he was asked to respond to criticism by Philippine Defense Secretary Gilberto Teodoro Jr., who had described China as a regional troublemaker.

What did the Chinese ambassador say?

Speaking to reporters on the sidelines of a forum in Manila on October 15, Jing rejected Teodoro’s characterization of China. He said the Philippines should feel fortunate to have China as its neighbour.

The ambassador then remarked that China could easily win if it chose to use force, while adding that Beijing would not take that route because it preferred peace.

The comments triggered criticism from Philippine officials, who viewed the statement as an implied threat against their country.

Philippine President Ferdinand Marcos Jr. had also expressed concern about the remarks, saying they sounded like a threat and warranted clarification.

Manila warns against diplomatic intimidation

The Philippine foreign ministry said the ambassador’s language was provocative and did not help build mutual understanding between the two countries.

Officials stressed that the Philippines values freedom of expression and will not accept attempts by a foreign representative to intimidate Philippine officials who criticise China’s actions.

The department also said it reserved the right to take further diplomatic measures if necessary. Some Philippine lawmakers have called for stronger action, including the possible expulsion of the ambassador, although no such decision was announced in the statement.

The latest protest highlights how public statements by senior diplomats can intensify tensions when relations are already strained by maritime disputes.

China says the remarks were taken out of context

China’s embassy in Manila previously disputed the Philippine government’s interpretation of Jing’s comments.

The embassy said the remarks had been selectively quoted and overinterpreted, arguing that the Philippine response risked pushing bilateral relations into a more dangerous and uncertain situation.

Beijing has consistently maintained that its position on the relationship with Manila should be understood in its broader context. The dispute over the ambassador’s wording has not resolved the underlying disagreements between the two governments.

South China Sea dispute remains at the centre

China and the Philippines have competing claims in parts of the South China Sea, a strategically important waterway that carries substantial volumes of global trade.

Beijing claims sovereignty over most of the sea, while the Philippines, Vietnam, Malaysia, Brunei and Taiwan also have claims in the region. Maritime confrontations and disagreements involving coast guard vessels have repeatedly strained relations between Manila and Beijing.

The Philippines has accused Chinese vessels of aggressive conduct in waters within its exclusive economic zone. China, in turn, maintains that it is defending its territorial claims and has challenged the actions of Philippine vessels in disputed areas.

The United States is a treaty ally of the Philippines, and Manila has expanded defence cooperation and joint military exercises with Washington and other partners. China has criticised some of these activities.

What happens next?

The latest diplomatic move does not, by itself, indicate an imminent military confrontation. However, it demonstrates how quickly tensions can rise when territorial disagreements are accompanied by confrontational public statements.

Further diplomatic exchanges may follow as both sides seek to defend their positions. Whether the dispute escalates or gives way to dialogue will depend on the responses of both governments and their willingness to address sensitive issues through established diplomatic channels.

For now, the Philippines has made clear that it considers the ambassador’s remarks unacceptable, while China has challenged Manila’s interpretation. The broader South China Sea dispute remains unresolved.
